Shimla, After the Vidhan Sabha passed the Himachal Pradesh Road Infrastructure Protection Bill, 2026, Public Works Minister Vikramaditya Singh said on Friday that it will help maintain and manage road infrastructure across the state.
Himachal Pradesh Minister Announces Road Infrastructure Amendments
The Public Works Department (PWD) minister announced significant amendments aimed at enhancing the enforcement and management of road infrastructure in Himachal Pradesh. These changes are designed to make enforcement faster, more efficient, and transparent, while also simplifying procedures for both the public and departmental officers.
A key feature of the amendments is the introduction of digital and geo-coordinated maps for road infrastructure. The minister explained that once road boundaries are accurately mapped, physical demarcation will no longer be necessary for enforcement actions under the Act. This innovation is expected to expedite the processing of permissions and no objection certificates related to road access and construction.
In emergencies where road infrastructure or public safety is jeopardized, the amended provisions empower the department to take immediate preventive actions. For improved maintenance, the Act now permits the restriction or closure of roads when necessary for repairs or protection of road infrastructure.
The minister also highlighted a rationalization of offence provisions, which eliminates the automatic criminalization of all violations. Criminal prosecution will now be reserved for serious or ongoing violations, such as obstructing authorized officers, ignoring prohibitions, failing to pay final demands, or violating road closure orders.
These amendments are anticipated to bolster the protection of Himachal Pradesh’s road infrastructure, streamline public permission processes, and create a more equitable enforcement system.

The state government has announced its commitment to enhance the quality, safety, and long-term sustainability of road infrastructure. Officials emphasized that the Department will maintain procedures that are simple, transparent, and user-friendly for the public.
