The State Council of Educational Research and Training (SCERT), Delhi, has announced that baseline assessments will be conducted for students in Classes 2 to 8 as part of the NIPUN Sankalp Programme. This initiative will take place during the 2026-27 academic session, aiming to evaluate the foundational learning levels of students across these grades.

NIPUN Sankalp Programme Launched in Delhi Schools

The Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Delhi Cantonment Board (DCB), and Directorate of Education (DoE) are implementing the NIPUN Sankalp Programme in schools. This initiative aims to enhance foundational literacy and numeracy (FLN) skills among students. The programme is part of a broader effort to improve educational outcomes in the region.

Students will attempt and fill Part A, while Part B will be completed by the concerned teacher. Teachers must verify each OMR sheet for completeness and accuracy before it is packed. Schools are required to register Classes 2 to 8 on the NIPUN Sankalp online portal by August 25, according to the instructions. For Classes 4 to 8, the student details section will be filled by the teacher.

Schools have also been directed to verify all student records before the assessment.

Assessment Arrangements and OMR Sheet Guidelines for Schools

Heads of schools have been instructed to arrange assessments according to a set schedule, implementing a ‘one desk, one student’ policy to maintain the integrity and confidentiality of the process. Depending on their facilities and needs, schools may conduct assessments in multiple shifts across different classes.

Important guidelines for OMR sheets have been issued: they must remain unblemished—folding, scratching, overwriting, stapling, pinning, or punching is prohibited. Schools are required to use only the original OMR sheets provided for the assessment. It is critical that all student and school details are accurately recorded.

For Classes 2 and 3, teachers are responsible for completing the OMR sheets, which includes filling out both student details and their responses.
