The University Grants Commission (UGC) has launched the application process for higher education institutions aiming to gain recognition for offering courses via Open and Distance Learning (ODL) and online formats. This initiative is specifically for programs scheduled to start in the January-February 2027 academic session and beyond.
UGC Clarifies Recognition Process for Online and Distance Education Institutions
The University Grants Commission (UGC) has clarified that submitting an application for recognition does not guarantee approval for institutions wishing to offer online and distance education programs. Each application will undergo a thorough review to ensure compliance with UGC regulations.
The application window remains open year-round for eligible institutions to apply for online programs, as well as Category-I institutions for Open and Distance Learning (ODL) programs. However, institutions planning to launch or continue online or distance education offerings for the January-February 2027 session must adhere to specified deadlines for the application process.
For further details on application fees and updates regarding the recognition process, the UGC advises institutions to visit the Distance Education Bureau website. This notice was issued by Sudeep Singh Jain, Secretary of the UGC, on August 31, 2026.
Applications will have to be submitted through the UGC Distance Education Bureau (DEB) portal. After submitting the online application, institutions will also have to send the original affidavit and required annexures in hard copy. As per the UGC notice issued on August 31, eligible institutions can submit their applications from September 1 to September 15, 2026. These documents must reach the Joint Secretary, Distance Education Bureau, UGC, at its New Delhi office by September 25, 2026.
